Here, Black has 3 main variations.

Black R1+1 as planned, to exchange the chariot.

This is Black's actual plan.

If Red played, R7+3 to exchange chariot, Black would gain initiative after the exchanged.
Therefore, Red must not exchange his chariot.
R7=4 is an excellent move.
