There is a logic why Black plays H2+3. 
Since Red has selected P9+1, most likely Red will not advance his pawn in second move. Therefore if Black H2+3, most likely Red will not play P7+1. Black can develop his main pieces steadyly.

Red H8+7 is a strategic move.

Red is prepared for prolonged war.
The successful factor will depend on the first move P9+1 whether can give any impact in the opening or not.
